Gaining new spells?

How do Shuggies gain extra spells as they go up Insight Ranks?

Page 108 4th ed core rule book. Shugenja gains 3 new spells per new insight rank, each of which must be of a mastery level that can be cast at the new rank.
The GM may award new spells or ablities though (outside of your insight increases). Say you run into a Kuni Witch Hunter and don't know Jade Strike. He will punch you in the face and make you learn it on the spot. A ronin shugenja may ask you to keep his secret scroll satchel safe. Save the life of a shugenja family dymio, he might let you breeze through his private library under the condition you don't share the knowledge.
Maho scrolls are left all over the place, and are possibly not ciphered! Jigoku loves it when you learn new maho!

Pretty sure it's 2 spells unless you're a broken Isawa...

Nope, 3 spells per my 4th ed book... though I've got it on page 105...
