I am fine with 3F being a trade off for the Tactician keyword. Consistent RA 6-7 on the attack, and RA 8-9 on defence, is hard to come by. And let's not forget all the RA boosts out there e.g. Surrounded, Sniping, Flesh Cutter, Shishido and Archery Range.

Great personality. As many have pointed out, his RA is going to consistently be good (Ninjas not withstanding) and the 3F is hardly a downside. You're gonna want to drop protection on him anyway, so getting his force up won't be an issue. Hey, and another unique card to work with Hideaki,

Oni-Zooka indeed. The 3F makes him kinda squishy, though, and I was really hoping his Emerald Magistrate status in-story would give him the Magistrate keyword but ah well. Still, he will slot really well into just about every Crab deck but Yasuki, and the 5G price point makes him an easy buy.

Heh. And here the other clans probably thought they'd seen the last of OMG-sized RAs out of Crab when Kuon and Kami Unleashed cycled out.
