The evil portents spoilers are up. The province strength thing is weirdly written. Refill is good but I'm not losing sleep over this.

IMHO this is exactly like Daigo Sensei, too many restrictions and not worth the bonuses.

The new shuggie guy actually makes daigo significantly better.

Yeah, being able to double up on the sensei ability is useful for daigo.
Wait, I just realized this only affects non gold producing forts. So for onyx it only affects kaiu built defenses and erected watchtower; for ivory+20F it affects tunnel network and poorly placed gardens as well.
I guess it's free money, but that still seems extraordinarily narrow.
Also, if you guys want you can post the neutral spoilers too like items!
