So the phoenix are going to capitalize on the anarchy. Also it's been a good 3 or so arc why haven't they summoned an oni?

I still don't really understand why the Phoenix are there.

Probably because they wanted a place to test some more dangerous magic theories.

Crab Clan * Loyal * Lorekeeper * Jade Hand
When Barswanian comes into play he forgets what he's doing, remove him from the game.
If Barswanian is removed from the game, place him in one of the opponent's provinces face-up. He got lost! If there is another card in the province, discard Barswanian: he forgot what he was doing again.
If Barswanian is in the discard pile, place him on the top of his owner's dynasty deck.
